HB1454 RELATING TO THE PETROLEUM INDUSTRY
PROPOSED HD1
Requires motor vehicle fuel wholesalers and similar entities that offer volume discounts to any retail service station to offer the same volume discounts to all retail service stations. Allows gasoline dealers to enter into cooperative purchasing agreements to acquire discounts on gasoline purchases.

HB2874 RELATING TO BROADBAND
Creates broadband special fund to support funding public school broadband and laptop initiatives. Beginning 01/01/13, freezes appropriations of moneys derived from cable fees at the lesser of the 2011 appropriation or the amount that a recipient would otherwise receive in the current year. Requires excess moneys to be deposited into the broadband special fund. Effective 07/01/12 and repealed 06/30/17. (SAY)

HB2122, HD1 RELATING TO THE PROCUREMENT CODE
PROPOSED HD2: Temporarily authorizes the governor or a county mayor to exempt a construction or design-build procurement from protest concerning the procurement and administrative review of a nonresponsible offeror determination. Requires, as a condition of the exemption, that all bids and proposals, including amendments or revisions, evaluations, and ratings, but not trade secrets or other proprietary data, be released for public inspection. Requires the posting of the information on the state or county website.

HB2869, HD1 RELATING TO THE ECONOMY
Extends the motion picture, digital media, and film production tax credit until January 1, 2025 from January 1, 2016. Raises the qualified production credit ceiling to $10,000,000 from $8,000,000. Separates the calculation of the credit amount based on wages and salaries from the credit amount based on other qualified production costs. Provides different credit amounts based on residence within the counties for the wages and salaries paid to all cast, crew, and musicians of the qualified production, plus an additional 5 percent credit amount on wages and salaries of cast, crew, and musicians wo are state residents. Requires the Department of Education to devise four bell schedules each for elementary, middle, and high schools, except for charter schools and public multi-track schools. Repeals the general requirement that all public schools except charter schools and multi-track public schools include one thousand eighty student instructional hours for the 2016-2018 school years. Requires the Department of Education to establish a performance management system that includes an evaluation component for teachers and educational officers.
