Toll Roads, ‘State Microbe’ on Friday Agenda

HB2153, HD1 RELATING TO TOLL ROADS

Authorizes director of transportation to impose toll charges on existing highways or construct new toll roads. Provides for agreement with private entities to construct, operate, and maintain toll roads. Prohibits toll roads where there is no alternative route available for use without a toll being charged. HB2608, HD1 RELATING TO DRIVER LICENSING

Directs the Director of the Department of Transportation to select a statewide driver’s license reciprocity committee to evaluate foreign countries’ requests for driver’s license reciprocity to ensure the standards of the foreign countries’ driver’s license testing is equivalent to Hawaii’s driver’s license testing. Effective July 1, 2020. (HB2608 HD1) (SAY BR)

HB2789, HD1 RELATING TO HIGHWAY SAFETY

Establishes a photo speed imaging detector system program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for generation of the program. Appropriates funds. Effective January 7, 2059. (HB2789 HD1) (SOUKI)

HB2790, HD1 RELATING TO HIGHWAY SAFETY

HB2320, HD2 RELATING TO HIGHWAY SAFETY

Clarifies recommendations of the ignition interlock implementation task force. Allows for renewal of a driver’s license revoked for impaired driving. Allows repeat intoxicated drivers to install ignition interlock devices in any vehicle they operate, by eliminating the requirement to surrender motor vehicle registrations and license plates. Provides guidelines for ignition interlock instruction permits and ignition interlock permits. Allows individuals with a lifetime revocation to apply for reinstatement of license and privilege to operate a motor vehicle without an ignition interlock after three years with an ignition interlock permit. Requires courts to grant petition for reinstatement if certain requirements are met. Makes housekeeping amendments to chapter 291E. Effective January 7, 2059. (HB2320 HD2) (SOUKI)

HB1754, HD1 RELATING TO ELECTIONS

Permits the mailing of absentee ballots to all registered voters in areas with less than five hundred voters that would otherwise require a unique ballot type and an individual polling place. Effective January 7, 2059. (HB1754 HD1) (SAY BR)

HB2251 RELATING TO ELECTIONS

Authorizes the county clerk of a county with a population of less than 100,000 to mail an absentee ballot to all properly registered voters on an island of the county that is not contiguous with the county seat of government. (MORIKAWA)

HB1755, HD1 RELATING TO VOTER REGISTRATION

Updates voter registration laws, including authorizing the acceptance of electronic applications to register to vote and the development of an online voter registration system that will cross-check the contents of the application with data associated with previously issued government identification. Makes an appropriation. Effective November 8, 2016. (HB1755 HD1) (SAY BR)

HB2174, HD1 RELATING TO CAMPAIGN SPENDING

Requires the Campaign Spending Commission to maintain public records in a searchable database. Adds a definition for “entity”. Amends reporting requirements for persons and entities. Authorizes the Commission to monitor and penalize all persons failing to report campaign spending. Mandates that the Commission implement rules for campaign spending consistent with campaign spending laws within 360 days of the effective date of this Act. Effective January 7, 2059. HB280, HD1 RELATING TO AGRICULTURE

Removes the requirement that all Hawaii-grown green coffee beans shall be inspected and certified by the Department of Agriculture unless otherwise specified by rules of the Department. Removes the requirement that no Hawaii-grown green coffee beans shall be shipped outside the area of their geographic origin unless they have been inspected by the Department of Agriculture. HB1941, HD1 MAKING AN APPROPRIATION FOR AGRICULTURAL INSPECTION FACILITIES AND RELATED INFRASTRUCTURE

Makes an appropriation to establish agricultural inspection biosecurity facilities and related infrastructure at the Honolulu International Airport, Kona International Airport, Kawaihae Harbor, Kamuela Vacuum Cooling Plant, and Honolulu Harbor. Effective February 1, 2050. (HB1941 HD1) (TSUJI)

HB1947, HD1 RELATING TO AGRICULTURE

Authorizes the Department of Agriculture to establish an Agricultural Safety and Security Program. Requires, under the Program, the Department to conduct audit and certification services that indicate a producer’s compliance with generally accepted agricultural and management practices and food security and traceability requirements. Specifies that the Program is voluntary for producers. Requires the charge of fees and expenses. Establishes an Agricultural Practices Audit and Certification Revolving Fund for the Program. HB2415, HD1 RELATING TO MEDICAID

Requires certain medicaid recipients to pay a copayment for prescription drugs covered under the recipients’ medicaid benefits in accordance with a system developed by the Department of Human Services. Allows multiple members to attend the same conferences and seminars if the member produces a public report and meets requirements for permitted interactions.
